PCE was founded to provide Wetland Delineation, Permitting, and Compliance services to the land development community in the Mid-Atlantic Region, including Virginia, West Virginia, Maryland and Pennsylvania.  With years of experience dating back to 1990, PCE specializes in identification of Wetlands that will affect your site development.  PCE will review your site plan and propose solutions that will help you to overcome the difficulties presented by natural resource issues.

PCE is a Virginia certified Disadvantaged Business Enterprise (DBE) and is a registered SWaM vendor.  We are happy to provide the information necessary for inclusion in your responses to Request for Proposal (RFP) advertisements to private and public entities.

About Jim Irre

Jim has worked in the Environmental and Regulatory Consulting field since 1990. During that time he has conducted many hundreds of environmental evaluations in Virginia, West Virginia, Maryland and Pennsylvania.  PCE’s clientele includes many national and regional residential and commercial developers, including some of the most prominent land development companies in the nation.

Jim has a track record in successfully acquired permits, and aiding his clients in the achievement of their goals.  He has developed cordial working relationships with regulatory personnel in both the Army Corps of Engineers’ Baltimore and Norfolk Districts, as well as the Virginia Dept. of Environmental Quality, Maryland Department of the Environment, and Pennsylvania Dept. of Environmental Protection.
